Flanders: no green or CHP certificates during negative prices from 2027

Published on databiomass on Source published on Our method

From 1 January 2027, no green electricity or CHP certificates will be granted during periods of at least a quarter of an hour of negative prices, instead of six consecutive hours previously.

On 11 September 2026 the Flemish government gave final approval to an amendment of the Energy Decree aligning green electricity and CHP certificates with the EU guidelines on state aid for climate, environmental protection and energy.

From 1 January 2027, no certificates will be granted during periods of at least a quarter of an hour of negative electricity prices, instead of at least six consecutive hours so far. The rule applies to all plants, whatever their commissioning date.

Small plants remain exempt: below 400 kW gross nominal capacity, and below 200 kW for plants commissioned from 1 January 2026. The measure covers all certificate-supported plants, including biomass and biogas CHP.
